项目背景:
国家“十五”规划中,关于照明电器行业的发展重点是:积极采用高新技术改造、提升照明电器等轻工传统行业的技术装备水平,着力调整产品结构,扩大产品出口,提高国际竞争力。发展节能型电光源产品,限制普通白炽灯的增长。我厂新上年产30万只高频无极放电灯项目符合行业发展规划、产业政策、技术政策及产品结构调整方向。
无极灯,因为无灯丝和电极故简称无极灯,又因工作频率高达2.65M和泡壳内充有惰性气由高频激发而放电。故全称为高频无极气体放电灯,由于发光体没有灯丝和电极的寿命限制,所以,寿命可长达6万小时以上,加上没有灯丝的热损耗,与白炽灯相比节能可达80%以上。
项目建设内容与规模:
1、内容:85W、150W两种规格的高频无极放电灯。
2、规模:项目建成后可达年产30万只生产能力。
产品市场分析:
1、市场潜在需求量2000万只。
2、目前市场可能生产供应量不足一万只。
3、本产品的价格已与250W、400W的高压钠灯、金卤灯的价格接近,项目达产后,价格可进一步下调,以形成供不应求的形势。
4、政府已出台限制高耗能、大功率照明产品的使用。高效节能光源市场前景较好。
5、短期无竞争对手,项目达产后可下调价格以抑制竞争对手成长的趋势。企业拥有自主知识产权,成本低,产品有较强的竞争能力。
6、85W高频无极灯出厂平均价190元/只(含税价);150W高频无极放电灯出厂平均价240元/只(含税价)。
项目技术特点:
无极放电灯是集电子技术、光电技术、真空技术于一体的高科技照明产品,是继白炽灯、日光灯、卤素灯之后发展起来的新一代电光源。它具有高效、节能、寿命长、无频闪,适应电压范围宽、功率恒定、亮度高、光线柔和等特点和优点。
本项目研制的无极放电灯采用最新Active PFC技术、磁反馈与磁放大技术、特有的共、差模滤波系统及电源极性自动翻转系统等新技术。特别是IC定时,功率减半技术,使得本产品性能优异,超级稳定,解决了无极放电灯交直流两用、路灯无人值守等相关技术难题!极大地拓宽了无极放电灯的应用范围。本项目产品研制成功后,样机送国家广播电视产品质量监督检验中心检验,各项指标优于国家标准。
本项目产品的技术来源为自主立项,独立开发。本项目产品的电磁兼容指标、电压适用范围、自动保护等几项指标,在国内处于领先水平。
经济效益和社会效益分析:
1、经济效益:年销售收入6450万元,年总成本费用4158.2万元,年税前利润1747.4万元,年税后利润1170.7万元,投资利润率40.76%,投资回收期4.02(含建设期),贷款偿还期3.21年(含建设期)。
2、其他经济效益,用无极灯照明,耗电仅为普通灯的1/4,用该灯无液态汞,对环境无污染,以替代进口产品,并可出口创汇。
3、社会效益,高亮度使周边环境明亮起来,使人们生活舒畅,工作效率提高。项目实施,可增加就业岗位270个,解决部分劳动力就业,带动当地相关产业发展。
投资估算和资金筹措:
项目总投资3007.8万元(约376万美元),其中,固定资产投资2665.3万元,建设期利息59.4万元,铺底流动资金283.10万元,计划单位自筹1007.8万元,申请银行贷款2000万元。
项目进度情况:
产品已申请国家技术专利,获国家专利局专利受理。2004年11月份获安徽省科技厅高新技术产品认定。该项目建设选址在江集工业区,已征地30亩,水、电、路已通,交通便利,已自筹资金投资240万元,已建成500平方米的配套用房,购置12台生产设备,已具备小批量生产能力。

Project Background:
In the national “tenth five-year” program, the important development of lighting electronics lies in adopting new high-tech to reform and improve the apparatus, adjust the composition of products, increase the export, enhance the international competitive power, develop energy-saving products, and limit normal incandescent lamps. The project on the yearly production of 300,000 high-frequency non-electrode gas arc-discharge light-bulbs matches the developing trend of this program.
Non-electrode light-bulb is named because it has no filament and electrodes. Also because its functional frequency is as high as 2.65 MHz and it is full of inert gas to generate gas arc-discharge, its full name is high-frequency non-electrode gas arc-discharge light-bulb. Since there is no limitation from the lifetime of filament and electrodes, the lifetime of the light bulb is longer than 60,000 hours. In addition, due to no loss of heat energy of filament, it can save energy up to 80% compared to a normal incandescent lamp.
Specialties: High efficiency, energy-saving, environment-friendly, long lifetime, no flashing, high capacity of showing color, and high power factor. It is a green light source.
Project Content and Scale:

Market Analysis:
1) The potential demand in market is 20 million.
2) The current capacity of production is less than 10,000.
3) The price of the product is close to that of 250W、400W high-pressure sodium lamp and halogen lamp. After the completion of the project, the price can be decreased further. Then the demand will be more than the capacity of production.
4) The government has limited the use of energy-consuming and high power lighting products. The energy-saving lighting electronics with high efficiency has a promising future in market.
5) So far, no short-term competition exists. After the completion of the project, the long-term competition can be suppressed by decreasing the price. The factory owns the patent and the cost is low. The product will have a strong competitive power.

Technology, techniques and equipments:
The non-electrode arc-discharge light bulb is a high-tech product out of electronical, optical and electrical, and vacuum technologie. It is a new generation of lighting source after incandescent lamps, daylight lamps, and halogen lamps. Its advantages include high efficiency, energy-saving, long lifetime, no flashing, wide range of voltage, constant power, high brightness, and softer light.
The non-electrode arc-discharge light bulb adopts the newest techniques, such as Active PFC, magnetic feedback and magnetic magnification, special addition- and difference-mode wave-filtration system, auto-reversion of polarity of electrical sources, and so on. Especially, IC timing and half of power techniques make the product have excellent property and extremely stable. Also the technical problems such as AC/DC electrical sourses, self-service street lamps, etc., have been solved, which greatly expand its application range. After the successful development, the sample product was sent for testing in the national quality inspection centre of broadcast and television products. It was found all kinds of indices are better than the national standards.
The technology of this product was developed independently. It leads in several aspects such as electromagnetical compatibility, the range of voltage, and auto-protection.
Estimated Investment and Scale:
The total investment is ¥30.078 million, of which ¥26.653 million is for capital asserts and ¥0.594 million is for the interests during construction period, ¥2.831 million is for flexible capitals, ¥10.078 million will be raised by the factory itself and the rest ¥20 million will come from bank loans.
Analysis of Economic and Social Profits:
1) Economic profits: After the expansion, the yearly sale is around ¥64.5 million. The yearly cost is around ¥41.582 million. Its yearly beforetax profit is ¥17.474 million and its yearly aftertax profit is ¥11.707 million. The profit margin of investment is 40.76%. The balance point of profit and loss is 56%. The tax-after sale is ¥38.09 million. The tax-after internal profit margin is 30%. The recovery period of investment is around four years including the construction period. The imbursement period for bank loans is around three years including the construction period.
2) Other economic profits: the electricity consumption of the product is only one-fourth of that of normal lamps. Without liquid mercury, it will not cause the pollution. It can be used to replace the imported products and also can be exported for foreign currencies.
3) Social profits: High brightness can make people live in a bright surrounding, which makes them live happy and improve the working efficiency. Also, the project will increase 270 new working positions and then increase the employment. It can also lead to the development of related industries.
Project Conditions and present Status:
The project has been approved by the No. [2004]14 official document of the department of industry of Lixin county. The product has been patented by the national patent bureau and identified as a high-tech product by the department of science and technology of Anhui province. Its address is decided in the Jiangji industrial district. The acquired construction area is two hectares. The basic establishment has been finished and the traffic is convenient. The self-raised capital has reached ¥2.40 million. The area of constructed auxiliary workshop is 500 m2. Twelve production equipments have been purchased to make a small batch of products.

Undertaker Background:
The factory is a joint-stock enterprise. The total capital is ¥18.2 million. The yearly sale is ¥9.37 million and yearly tax is ¥1.2 million. The number of personnel is 80, of which 46 are engineers and technicians. The factory has a strong ability to develop the new product. It owns dozens of advanced production apparatus such as digital-control molding machine, digital-control linear cutter and so on. Its management is standard and the production, provision, and sale can be arranged properly.
