随着人民生活水平的不断提高和食品工业、旅游业的迅速发展，高等级面粉和各种深加工面粉食品的需求量越来越大，对专用面粉的生产也提出了更高的要求。目前，国内能够生产深加工产品的厂家不到国内大中型面粉厂总数的5%。涡阳县是全国的商品粮基地，该项目的实施将对促进涡阳及周边的粮食市场建设，振兴地方经济有着重要意义。
项目建设内容与规模：
优质小麦替代进口小麦高质量专用粉及其面粉深加工项目。建设规模：500吨包括日处理面粉车间；120吨（日处理）面粉后处理生产线；日产300吨挂面生产线；日产20吨面包及其他食品生产车间；制粉车间、仓库、成品车间配套设施等，总投资1.0613亿元。其建设内容为：制粉车间7200m2 ；高质量专用粉生产车间1500 m2；挂面生产车间2500 m2；面包及其它食品生产车间1250 m2；成品库3600 m2；原料立筒库10000 m2；工作塔650 m2；汽车卸粮站120 m2；锅炉房160 m2；变电间180 m2；消防水池400 m3；倒班宿舍等附属建筑500m2。
产品市场分析：
安徽省内市场的专用面粉生产能力明显不足，专用面粉（特别是高筋粉、低筋粉）的市场前景良好。在国内市场对专用粉的需求量将会越来越大，供需矛盾日趋尖锐。本项目的建设可以极大地缓解这一矛盾，具有良好的经济效益和社会效益。
项目技术特点：
参考国外当代制粉生产技术，在设备上拟选用合资或国产消化吸收的制粉设备，在工艺设计上采用目前先进的小麦清理流程和制粉工艺，并配备较完善的面粉后处理系统。
经济效益和社会效益分析：
本项目所得税后，财务内部收益率19.18%，高于12%的社会基准收益率，财务净现值为4295.31万元，大于零，说明项目具有较好的经济效益。以生产能力利用率表示的盈亏平衡点为41.89%，从企业财务角度分析，是可行的。项目建设充分利用原料产地的地理位置优势，选用先进的工艺设备和自动化控制设备，解决了面粉行业噪音大、粉尘多等问题，改善了面粉工业环境保护的状况。机械化、自动化程度的提高，减轻了工人的的劳动强度。可减少国家对进口小麦的依赖，满足人们对高质量专用粉的需求。
投资估算和资金筹措：
项目总投资10613.09（约1326万美元）万元，其中固定资产投资9898.00万元，建设期2年。资金来源为企业自筹3898万元，其余部分通过引资解决。

项目建设地址位于安徽省涡阳国家粮食储备库院内，库内有铁路专用线一条，可直接将成品用火车发往全国各地。

Project Background:
Along with the rise of people’s living standard and rapid development of food and tourist industries, high quality flour and various processed flour products are in increasing demand. Higher processing standard is raised for tailored flour production. Currently, the number of domestic flour factories capable of flour deep processing is less than 5% of the total number of domestic flour factories. Guoyang County is a commodity grain base of the country and the implementation of the project will improve the grain markets of Guoyang and its surrounding areas and have significant influence on local economy.
Project Construction Scale and Content:
Construction Scale: The project includes a flour-processing workshop with daily processing capacity of 500 tons, a flour post-processing line with daily processing capacity of 120 tons, a noodle processing line with daily yield of 300 tons, a bread and other food workshop with daily yield of 20 tons, pulverizing workshop, warehouse, molding workplace and other integrated facilities. The total investment is 106130000 yuans.
Construction Content: pulverizing workshop of 7200 m2 , high quality tailored flour processing workplace of 1500 m2, end product warehouse of 3600 m2, raw material warehouse of 10000 m2, working tower of 650 m2, grain-unloading station of 120 m2, boiler room of 160 m2, electric power transforming room of 180 m2, fire-control pond of 400 m2, dormitory for work shifts and other attached buildings of 500 m2.
Market Analysis:
While the tailored flour processing capability of Anhui is inadequate, the tailored flour (especially high-strength and low-strength flour) has promising market prospect. Discrepancy between supply and demand is aggravated in every day; implementation of the project can alleviate the problem and have positive economic and social effects.
Technologies, Techniques and equipments requested:
Refer to foreign concurrent flour processing technologies, adopt domestic or domestic and foreign funded flour processing equipments and the advance wheat cleansing process flow and flour processing techniques, and integrate with conclusive flour post-processing system.
Investment Estimate and Financing Plan:
The total investment is 106,130,900 yuans including 98980000 yuans invested on fixes assets. The construction period is 2 years. The corporation will self-finance 38,980,000 yuans and attract the rest fund.
Economic and Social Benefits Analysis:
The project will have financial internal rate return of 19/18%, social standard profit rate of higher than 12% and pure present value of 42953100 yuans, which shows the project has above average economic benefit. The breakeven point is 41.89% showing the project’s feasibility. The project will take full advantage of the geographical location of raw material production, chose advanced and automatically controlled equipments to solve the problems of noise and dust pollution in flour industry, alleviate the country’s degree of dependence to imported wheat and meet the demand of high quality tailored flour.
Construction Conditions:
The construction site is located in the court of Anhui Guoyang State Grain Warehouse. The court has a dedicated railway that can transport the end product by train directly to all parts of the country. The court’s roads are connected with inter-province highways, S302 and S307. Construction is in reasonable layout with convenient traffic dispatch.
